Both move. It is the clouds you are able to discern the movement from probably. Look at the stars on a clear night. You will be able to sense the earths movement with just a little patience but normally you do not notice it.

The clouds move around the earth like the moon but at a lower altitude and change directions. The clouds at very high levels move quite slowly with the earth thus appear to be fixed

it's the wind moving the clouds. notice on how the clouds will move in the direction of the wind

What struck me, I viewed this image from another angle, and as I moved my eyes arround it, I got impression the clouds are really moving!

the earth is rotating itself and sun so we feel that clouds r mooving this much i am knowledged wait for better answers and u read the 5th 6th 7th books of school students under CBSE and MATRIC it will help u bye tc
