Both move. It is the clouds you are able to discern the movement from probably. Look at the stars on a clear night. You will be able to sense the earths movement with just a little patience but normally you do not notice it.

The clouds move around the earth like the moon but at a lower altitude and change directions. The clouds at very high levels move quite slowly with the earth thus appear to be fixed
