I believe the answer lies in the meaning of "survival"! People are going to do what they need to for survival.
The worst the gap becomes between the wealthy and the poor- the higher the crime rate will climb.
The more concentrated the civilian population the higher the crime rate. People flocked to the bigger cities during the 80's and 90's.
The less the government responds with responsibility the worst things get. Look at New Orleans and Katrina! Prime example!

Due to the deluge of rules and regulations forced upon us. Most of these so called "laws" do not require a victim. Victimless-crime is a contradiction akin to a square-circle. Drug prohibition denies an individual the right to choose. No matter what ones take on drug use is ( good or bad, right or wrong, wheat or white ) the facts are irrefutable. Freedom is choice. There are no degrees to freedom. Freedom is an absolute. Like being pregnant. There are, however, degrees to slavery. More rules equals more rules broken.

No discipline at home, no discipline at school, rehabilitation programs instead of hard time, People that want to video cops instead of crime, hoping to catch the cops getting out of line, rather than criminals. As for the gap between rich and poor. Look at the early 1900's. The gap was much bigger then, no social welfare to assist the poor. And alot less crime per capita based on population percentages. Your kids and wife were safe walking down the street. The ACLU. Ever see them take a cops case to court, and sue the drug dealer, when a suspect, hits, kicks, spits on the them and calls them racially based names , and violates their civil rights?

Well, it's more to do with numbers. The more people you have , the more crime. It might be more crime cases, but I'll bet the percentage of crime to population is the same or less than it was 20-30 years ago.

As the gap between the rich and poor increases, poor people feel that their chances for having a "normal" life decreases. When Hope decreases, Desperation increases. Factor in the images we're exposed to: music w/negative lyrics, glorifying gangster mentality via music, video, games and movies. We are a society that has become intoxicated with instant gratification. No one wants to work for anything. We want it NOW!!!
Example: The average teenager doesn't want to work at the local supermarket or fast food restaurant when they can stand on the corner and make more in one night than the parents in a week.

Crime become a "Job".Who cant do anything but bravehurt for killing, for threading join for the crime organization. there are lots of popular organization existed arround the world. it becomes as a Market. And in this crime market whoever wants can join.
Every terrorist "Salute" to Bush, as the bush has gdone a lot to make this market.

Because they keep passing ore and more laws. It's so simple, more laws existing means more laws to break. If you want to lower the crime rate, get rid of some of the laws.

but its increasing because the population is increasing to and the education & society dosnt had any programs and lows for stoping and amending the people
