They need to be given alternative sources of income; to get relief from despair.
This requires political will. It could all be paid for by reducing corruption. If anybody cared to try.

Communism is the best answer and hard to digest inthe present set up for many rulers, bureaucrats, and politicians bcaz all of them are corrupt with vested interests.

They should be given proper means of farming, better seeds and a better standard of living. Maybe this would minimize thier number suicides.

ohh man... thats a hard one. distribtution of wealth...i guess. india is going through a transformation towards a new golden age at the moment. however, only the rich elite are getting paid and ofcourse their poor laborers (IT personals).
