From the website it says you must buy your Eurail pass in America. I am already in Italy but have a friend coming to visit next month. Where can I go locally and / or how do I find the best, cheapest rail pass fares for us to travel between France and Italy once she arrives? Oh, and I do not speak Italian or French very well.

I would recommend having your friend get it for you and bring it with her OR go to trenitalia.com and see if they have any pass options.

Nope, you cannot buy Eurorail in Europe.

I recommend you contact a local tourist agency. Italy is a going country; they have tourist agencies all over the country. Many, if not most, of the agents speak enough English that you can make yourself understood.

Rail fares are typically pretty low, especially for second class.

You didn't give your starting or destination points, but if you are traveling over the Alps, make sure you do it during daylight...the views are spectacular. Take your camera.
