I'm assuming that you don't need corrective lenses and you're not drunk or stoned. :)
Do you have a CRT monitor? Is the monitor's screen fuzzy, even when you reboot and the white on black text is displayed?
If so, then your symptoms indicate that the high voltage power supply inside your monitor is going - most likely the flyback transformer. That part is the most expensive monitor part, outside of the CRT itself. In fact, if you wanted to buy the part, it might cost as much, if not more than a brand new 17" monitor.
If you have an LCD monitor, then the problem is with your video card. Turn off your computer and monitor and try removing, then plugging back in the video cable.

First the simple thing right click the mouse in open area select properties select settings check the resolution next goto advanced and check the adapter and if necessary re install the video driver once again. If the problem is not solved then probably the video card has gone wrong you may have to change it or even a small component in the monitor might have failed therefore call the monitor service engineer and check it.

You have to adjust the Hz. The higher, the clearer it will be.
Right click in main windows. Go to property, setting, advanced, and monitor. Change the Hertz to the highest.
By the way tell you some jokes, and the jokes goes:
-Doctor! I have a serious problem, I can never remember what i just said.
-When did you first notice this problem?
-What problem?
One more joke:
A guy calls his vet and says "What should I do with my cat?Vet says "What do you mean? Guy says "I had a leak in my lawnmowers gas tank and the cat drank the gas. If your monitor is not old and playing out, you can try adjusting your display settings from the control panel, including monitor settings. this is just a stab in the dark, but it won't hurt to try. If this doesn't help, its probably the monitor or video card going bad. Thanks, J
