I've found that cats vary a lot in their behaviour towards people. Some are friendly, but others only show affection when they want to be fed. I don't know which is the case with your cat, but I would suggest that it is probably warmer inside than outside and the cat wants to be stroked, as this will make it warmer, especially if it has been outside too long.

He missed you and he is pleased that you are okay, he worries about his kitten when he is out. Our Cats do the same, it is very sweet, my wife makes a big fuss of our cats when they come in so it reinforces their impression that it is a big deal. Cats rarely meow to each other. Our two love each other, sleep and play together, but never meow greetings to each other.
Meows and purrs are for stupid humans.
They are so sweet, love those *******

It is normal for cats to greet each other when they meet. In the case of your cat, however, this is probably infantile behaviour, he is acting as a kitten would to his mother when she returns from hunting. This affectionate behaviour originally formed a bond between the mother and her kittens, ensured her return to them, made her happy to feed them, and groom them. Your cat expects this treatment from you. He wants a fuss, a grooming(stroking), and some food. Although he is the one who went away, he regards you as his provider of food, love and comfort.
This is happiness for most mammals: a full belly, a cuddle and some warmth.

this is common behaviour for all social animals especially humans (though we don't usually rub sides and stick our bums in the air, that would be fun to see however). It is part of maintaining alliances, maintaining confidence and also marking you with their scent (glands on their heads) to keep others away and maintain familiarity.

Yeh he missed you, and its a big bad world out there, lots of scary things! Maybe he had a fight with another cat, or got scared by traffic or something.

He's probably been out drinking, and is rolling home declaring his undying affection for anyone he meets on the way.

'Dogs have masters, cats have staff'. Cats act as though everything is about them, if they want affection, they're not going to leave you alone until they get it.
