It is imposible to tell, since we have limited technology.
The blue whale has a brain larger than any other creature on Earth.
Dolphins and porpoises can recognize their own reflections, and are said to have the equivalent intelligence of a second-grader.
However, how do we measure intelligence?
There are many ways to rate intelligence.
Also, do we have the correct means to measure intelligence?
No.
However, here is my list.
Primates,Whales, Dolphins, Elephants, Cats, Dogs (some are dumb, so that's why dogs is sixth), certain species of parrot, and then the lab rat.
P.S. Robin Williams.........He's blindingly brilliant, but way to hairy and wild to be considered human.

Debatable.
For years, many scientists have thought it's the porpoise or the beluga whale.
According to http://www.rarespecies.org/kids/weird.htm, the top ten are "chimpanzees, gorillas, orangutans, baboons, gibbons, monkeys (many species, especially macaques), smaller toothed whales (especially killer whales or Orcas), dolphins, elephants, and pigs."
Personally, I think it's the domestic housecat. They're smart enough to get whatever they desire out of their human caretakers ;-).

O.k, I'll outsmart you and them. God is the smartest animal in the world. And remember that the ancients see God, or their God, or Gods in animal forms. This answer will beat all other answers except those who does'nt believe in a god. Animal.
