"Head up" means to be able to give someone a short briefing before the thing actually happens.
"Hands up" - well the police usually tell ya that !! ;)
"Hands down" - is as good as pants down !!

"heads up" means either 'Lok out! or Watch out! meaning something dangerous is happening if you shouted it at people, or it could be a a warning or notification of something that is about to happen,like "I just wanted to give you a 'heads up' that the test scheduled for friday is going to happen on thursday instead!".
"hands down" means "without a doubt" as in, "he won the election hands down" or "he was the best rider in the race, hands down" - that is,there was no doubt about it. But it could also mean, "anyone who has the answer to this question put hands up." and then "OK, Mary will answer, everyone else hands down."
"hands up" is what the guy with the gun says to the other people - like a policeman to the bad guy, or the bad guy to the bank teller when he comes in to rob the bank.... but it could just be a teacher asking for an answer... everyone who did their homework and got the right answer, hands up....

"heads up" usually means pay attention or keep focus or watch out.
"hands up"... in what context are you basing this in... like "put you hands up" or who would like to put their hands up for any answer"... I don't know...
Hands down" usually denotes something ended like "hands down, someone is already elected" or "put your hands down, we will no longer be taking anymore questions..." It depends on the context.

hands up = give up/surrender
hands down = without a doubt - no one else came close.
