Sweden, Italy, France, Holland, Belgium, and, Switzerland, are all far more liberated then the USA.

I think the most liberated country is Switzerland.
It is very stable and has clear laws that don't change every 2 or 3 years like in most other European countries. For every major change in the law there is a referendum, so the population has a lot of influence on the government. It happens regularly that the population decides differently then the politicians want.
Also I found that it is way safer then most other countries. I was so surprised in a small village that the shops leave part of the goods outside in the streets during the night. Nobody even things of stealing from it ! I think safety is an important kind of freedom that lacks in many European countries, in spite of the perfect democracies they think they have.

I hear that in Netherlnands and United Kingdom people are more liberated.
Especially The Netherlads where soft drugs are legal.
