I'm not sure of the specifics, so I'm not sure if you have spyware or a hijacker. I'm also not sure what type of security you have on your pc so I'll give you some general suggestions.
A good online scan is Trendmicro's Housecall:
http://www.trendmicro.com/hc_intro/defau...
If that doesn't work, I suggest you consider using Hijackthis, but use the online help offered:
here are links to some that I recommend:
http://www.ewido.net/en/download/...
Ewido may be a good one to try and clean up any viruses. It's only a 30 day trial, but it should get you cleaned up!
http://www.majorgeeks.com/RegSeeker_d2579.html Regseeker is useful for cleaning up your registry
http://www.free-av.com/ Antivirus
http://www.lavasoftusa.com/software/adaw... Adaware
http://www.safer-networking.org/en/mirro...
This last link is for Spybot Search and Destroy, which is a good tool and protection utility, especially in advanced mode!
This one is for a firewall

If you are asking them to come in and take it off they are in their rights to charge, however there must be the means to remove the program youself as well in law. If you have specific queries on removing a program you can mail me and I will try to help or just check an I.T. Forum and ask the question, I am sure people will be able to help you.
If it's spyware you are worried about, then download the free piece of software Spybot Search and Destroy which will clear it up for you. If you have backed up what you have on your machine you could always use the disks that came with your PC and start it again from scratch.
It really depends on the specifics of your problem; but a simple answer is whatever the question is specifically ask it on a Technical Forum which is easily found throughout the web and they will explain how.

Great question. Remember, conservative thought is actually a regressive mental disorder. The whole theory of "trickle down" economics goes against every economics books used in every university in America, if not the world. No one in their right mind would simply go out an hire workers when demand for their product/service is nil. That would be foolish. Sure everyone will take a tax cut, its free money for not having to be innovative/aggressive in going out and getting more customers. We all know what happens to jobs where there is no demand. Workers are idle, and then layoffs begin. the best way to spur growth, is give tax breaks to those that generate the demand. When excess demand for a good/service is placed on a company to the point that they need to hire to accomodate that, then we will see economic growth, not the other way around. Conservatives have it backards. But then again, conservative thought is regressive and doesn't like to take facts into account. Please note, this is at a time when teh President is proposing tax cuts for businesses and consumers- see American Jobs Act. Noone is proposing to raise taxes on businesses.

You can use system restore to go to a previous date on Windows XP.
The best thing for you to do is use a program called "Spybot: Search and Destroy". It is free and works GREAT!!! I dont know how many times it has saved my bacon. It gets rid of lots of nasty programs, it may work on yours.
Get it here http://www.safer-networking.org/en/download/index.html
One other thing you can try is searching Yahoo for "remove" "program name" to see if there are any other places that tell you how to do it.
PS: what is the program called?

You do not identify the program or software you speak about. There are several new viruses that masquerade as spyware. They lead you to their website where they want you to pay for removal. This recently happened to me. In my case, the name was SpyQuake but there are others. A little patience and a thorough internet search will help remove the problem from you computer. If this is the trouble you are asking about, please feel free to email me. I will be happy to help.

Go to the police and report it as demanding money with menaces. They have to take it seriously and will track down the blackmailers.

That is so wrong! Report them to the better business bureau. Also, did you try removing it by going to "control panel" and then "add or remove programs"?

You could try to remove it from your computer yourself. Other things to consider are contacting your state attorny general or your local tv station. Local news outlets love cheap, easy stories about corporate abuse.
