Cut your feeding down to half of what you have been that is the only reason your tank is cloudy (I don't have filters in my ten gallon tanks and I have no problems with the fish in them), and check that your heater is working properly. That is far more water to lose then normal, even my salt water tank loses no more then an inch a week. See if there is a small leak somewhere. You could also be in a very dry place and your tank is acting like the humidifier. Just leave a glass of water sitting next to the tank at nigh and pout it in in the morning. You don't have to remove chlorine, it will evaporate overnight.

I don't care for the filters that come with the set ups. Try getting a Penguin brand. When you buy a new filter, put the old filter in the new one to retain your bacteria. Buy one that has at least 100 gph output minimum. It'll say on the filter box.
As far as the evaporation goes, don't know what to tell you there. Dealing with it myself. I think it's just the weather. Didn't have that problem when I lived in Florida-high humidity. Do my water changes, just under a week later, evaps down 2-3 inches. So, I just do my water changes then. My whole house sounds like a waterfall, only 2 of my tanks-brackish and one of my 55's don't do it. Lids are on tight, no leaks. Just one of those things I guess.
But as far as the water being dirty, cut back on feedings, feed once a day, and don't overfeed. Change the water weekly-if it's evaporating that much, just do a small change, and time it when it's time to refill them. When you do the water changes, rinse the filter out in the bucket of dirty water, then replace it. Saves on buying filters, cleans it, and saves the bacteria.

Great question. I'm in a similar boat and have been toying with the idea of getting a new filter too. Can't help you on that one.
I can help you with your evaporation problem. I keep a jug of treated water near the fish tank for evaporation replacement. The water is declorinated and temperatured (as close as possibly without a 2nd heater). I add the water if I find the filter sound a bit too loud with "water fall noise".

DON'T feed to much i feed mine every 2 day,most tanks get dirty from over feeding.
and the best filter you can get will be best for your fish
the one i have and like is a whisper pump,it cost $100.00 (new)
but i have 75 gallon tank
and the evaporating water,all you can do is just keep adding water spring water is best if you don't want use the water conditioner

Marineland brand biological filter is a good one...the kind you have just blows bubbles into the tank.
water evaporating is from dry room air. Use a hood and fluorescent (not incandescent) light to keep the evaporation to a minimum and keep adding water to the tank when it gets low.

Dont bring it to sunlight thats the thing, use BIO-filters its very ative otherwise keep a tankcleaner fish on the tank.

Get less fish like 5 small neon's or 2 med fish.
Feed them Less!
I know it's not much fun but you won't be killing fish. Imagine 9 other people in your bed room with 20 supersized happy meals delivered every day whether you ate them or not and never picked up.
Get 1 real plant.
