I believe long hair is best for winter. Longer hair covers a larger area of skin protecting the skin from getting chapped in the cold wind. Not only that, but longer hair would help maintain your bodies natural oils to protect your skin. This would help your skin to stay soft.

short hair. at least it is easier to style. having long wet hair in the winter sucks - you have to stand shivering for half an hour while you are trying to dry your hair!
