they have had substance misuse issues, so somehting that will be fun and a good bonding activity for all of them together, get to know each other (its a new group). thanks again guys

food or water balloon fight. A little cold for it, but maybe they won't mind.
Sometimes you can rent musical equipment. Even if no one has ever had lessons, it might be fun to "jam" together. Make a loud noise, it's fun. Well, not for neighbors but still, it's not a party until someone calls the authorities, right? NO, I'm kidding, I read they have had enough trouble.
Have a movie night only instead of a movie watch boxing or the WWF things guys like so much. Have a ton of food and games to play. Like whenever someone on the TV says "quit" or "kiss my @ss" (or whatever) everyone who doesn't arm fart before the count of 30 eats a hot pepper (or whatever). Or bet on how many time someone will say a word or phrase (don't they all have catch lines?) and the loser has to shout something stupid outside (or whatever). Make stuff up, they'll have a ball trying to remember all the things you come up with, make that part of the game.
This will work with movies too. Get guy flicks. Try to guess how many explosions or nipples you see.
The last is probably the most cost effective thing to do. Especially if you go to Costco or Smart and Final for the food, video rental is cheap so, no worries there.
Definitely, at some point, do the Mentos in Diet Coke thing, always a crowd pleaser.

EDIT: For the first three I suggested, if you contact managers they usually will work with you on cost. It is for a good cause after all.

You probably already have organized sports activities like weightlifting, basketball, etc. How about arranging a day to work at a local food bank or some community project together?

The NBA season is approaching and NFL has started. Do you live near a city with a team? Call the Community Relations department and request that they donate tickets for your group to go to a game. Also - check to see if any of your city's star athletes have their own foundations and can help you with tickets.

Gaming! Risk is a favorite for board-only games, and then there are those roll-playing and strategy games that boys seem to understand so much better than girls. Most girls, anyway. There are a few bloodthirsty enough . . .

Games. Definitely. Try to turn them on to chess! (Computer chess might work.)

i say if possiable do all that every has posted of possiable maybe if every atate tryed to do something fun for thoses on probation/praole there might be less repeat offenders instead of giving the all sorts of strict rules to follow well for sirst time offenders any away depending how harse the crime is the commited

My best advise for you would be to do story-telling. Tell them to write down their stories, anecdotes, jokes, etc. Grab their stories, edit them, check grammar, spelling, all that stuff, and then go to Lulu.com and print a book for them with all their stories in them. If they see their story actually written in a book, who knows? They may grow encouraged to read.

If you can't get them to write, record your conversations and work on the transcripts.

make it activities that are physically demanding.less likely to want a smoke w ur winded.helps work drugs out of fat cells.....mountain biking,the"cool kids"can still dig that.pawn shop n garage sale bikes are cheep...good luck,ur awesome 4 what ur doing

Ask them what they'd like to do, give them the guidelines, and let them pick as a group.

u should make them play those games which can help them learning team work.e.g. soccer,rugby,cricket.etc. other adventurous games can be table tennis, lawn tennis,chess and whatever they like to play. i think its better if u ask them for their own choice.
