Continuous promotion works for Borders Bookstore.
Each time you buy something from Borders, they give you a coupon (as part of the receipt) for something else two weeks from now. So customers will tend to come back in 2-3 weeks time.

You said it is a small bookshop, so I am assuming a small marketing budget. As long as your shop has an atmosphere people enjoy and the products/services they want then your challenge is to get them in the door. Here are a few ideas: Partner up with a local coffee shop and put fliers or frequent buyer punchcards in each others shop. Set up a kids story time and give out the info to local pre-schools, post on supermarket bulletin boards etc. (kids have parents that spend money). Contact an up and coming author that is local and do a reading/ book signing. Hope this helps, and remember that if you make this effort to attract them, put even more effort in being ready to provide an unforgettable experience for them once they get there.

Here are a couple of articles you should read.
Marketing on a budget:

Branding your company name:

I also recommend trying the following ideas:
1. Host a bookclub once a month, offer coffee, tea, snacks (u can promote this through a flyer campaign)
2. Start an email newsletter that advertises promotions and events (you'll have to get creative to build this subscriber list)
3. Team up with local schools, churches or businesses and host open houses monthly. Make them a fun community event where people can come to meet new people.
