I believe this was a motto for the armed services back in the 1980's. I know that it became important to me while going thru boot camp back in 1980. When you are standing in the pouring rain on a 12 mile road march, go to bed-down and your sleeping bag is soaked thru, have to get up at 4:30 and do pt before you start another series of physical, mental and emotional tests of endurance...this saying rings true and loud in your ear and in your soul!!! :-)
Basically...do you have what it takes to be tough enough to still get it done!!

Harlow! Think this phrase is used to encourage people to persevere even when met with difficult situations. If they can survive, it means they are tough enough to overcome any other type of stuff that comes along. 'Once you have been through the worst, anything that comes along can only be better.' ;p

It means that when you're just going along, la-di-da, and then BAM! something bad happens to you, if you are tough, you will struggle through it and come out on the other side. If you are weak, you will succumb to it and will never get over it.
