I would have to say a big city would be your best bet...the reason for this is that cities are usually more diverse in culture...believe it or not New York is 1st safest and Los Angeles is the 2nd safest big city in the U.S.A.
Oh and just so you know Simi valley is where Rodney King had his trial....

Alaska. Otherwise, good luck. If you go to what the white Americans would say the 'safest' parts of America you'll probably come across racism/discrimination. On a trip to rural Pennsylvania recently a little girl pointed to me and asked her mom "Mommy what's that?'.

If you go to the parts with more minorities you'll likely find poverty and cities aren't often safe. If I were you I'd choose a school based on what you want to study and merit---you can find a safe neighborhood in any state.

***But remember wherever you go you are more likely to come across random acts of kindness than random acts of violence***

There're no safest places, thing could happen anywhere anytimes. It just depend on how you live, type of friends, and places you like to hang-out.

I would recommend Grand Rapids, Michigan. It has a big and small town feel, with colleges and is relatively safe, but it is cold there, in the winter. And is diverse.

I believe that Alaska is the safest state, because it has the most bestiality and the least murder. Those two things go hand in hand. Penguins save lives. If murderers are kept busy with beastiality, they won't kill anyone. Bears kill people! Don't have sex with bears.

Safest city in US use to be Simi, California. Don't know if it still tops the list though.

It's probably in the very middle: Nebraska, Iowa, Kansas, something like that.
