I just started a class online thru my local college to learn to design my own website, and it cost 79$. And though there are about 4 other classes I plan to take, it should teach me everything I want to know to design, market and maintain my own website....because I can see myself designing many different websites, I think the education will be well worth the money....which is less than if I had a master designing just one site. And that, I think, is money wise!
And PS...I love Scampys idea, but it wont help you to market your site or the different tricks to keep it high in the search engines, and what if you want to work with the layout? Do you want a "canned" site?

first you will have to buy and register a domain name (the actual web address) for example if you had a store called Tim's Boats you could register www.timsboats.com
Picking a domain name is key, you want it to not be too long and have no numbers in it (easier to remember). Also alot of domain names are taken so coming up with a unique one is tough
Second you will need some type of hosting account. Godaddy.com offers some cheap hosting with a good amount of bandwidth for websites just starting up (as your website becomes more popular you will need to get better hosting, possibly a dedicated server or virtual server)
Finally designing your website can be tricky. You can alleviate some of the pressure by using pre-made templates, where you just change the information that appears in the template to what you want it to say. The programs you can use are many, with two of the easiest being Microsoft Frontpage and Macromedia Dreamweaver. Dreamweaver is more expensive, but offers many many more options for your website. The more you add into your webpage the more programs you'll need, for example if you want to have a flash website, you would need Macromedia Flash MX, or for graphic editing Adobe Photoshop CS2.
As to costs:
Domain name (registered at Godaddy.com): $8.95/year
Hosting: depends on the type you get, Economy at Godaddy is $3.99 a month and can go all the way up to hundreds per month for a virtual dedicated 10MBps line, though Godaddy's highest is $14.99/month
Templates: can range anywhere from free to upwards or $300, depending on what you choose
Programs: Frontpage $184 (Buy.com)
Dreamweaver: $393 (Buy.com)
Flash MX: $299 (Macromedia.com)
Photoshop CS2: $604 (Buy.com)
Not to mention all the time that you will invest. It is quite a process, and can appear daunting at times, but the end result is often well worth the time investment.

There is a lot of things to look into when designing and implementing a website. What type of site do you want? Will it require a database? etc. etc. What you will definatly need to learn is html, css, maybe some javascript and php. A fantastic place to look that up is www.w3schools.com. They will have several tutorials on languages you might need to know.
Once you have your website coded and styled, youll need to figure out how youre going to host it. Hosting something requires a computer specifically designed to send out web pages and other services. Sometimes you can leave that to certain companies such as yahoo. You pay them like 10 bucks or more a month and you upload your website and in business. *****Big Note**** I left this very vague and did not go into detail very much. Web development gets far more complicated than i just described and can be somewhat expensive depending on what you want to do with it. Web developers usually have 4 years of training before they go off and work so there will be a fair amount of research involved in order to make a website. This is not an easy answer. Certainly myspace or Yahoo 360 are nice easy ways to create a web space. But I suspect you want something more.
First, you need to learn HTML. There are many good books about HTML. But an easier way is to use a program such as Dreamweaver that uses drag/drop objects to assist in creating web pages. If you can use PowerPoint, you can use Dreamweaver. You still should learn the ins/outs of HTML, but Dreamweaver can get your page up fast.
Second, you need a domain name. This is the name that we are a familiar (www.yahoo.com). Go to Network Solutions or similar site to explore domain name availability. It cost something like $35 a year to reserve a domain.
Third, you need a host. A host is the computer that serves up your page to requesters. There are sites that will host your pages for free, but there is advertisements plastered all around. Ad - free hosting costs from $10 a month.
This are three general steps you need to take to get on the web.

it depends what you want to do it with.
is it a business site?
is it a personal site?
are you willing to pay for it or services related to it (like domain name)?
do you have expertise to make it or you want help on that (paid/free)?
etc. etc. etc.
generally domain costs between Rs.300-600 and a simple linux hosting another 600-1200 per year (deltahost.co.in). and get free lesson from classes.cnet.com
