The time it will take the two Raichu to breed depends on the message that the daycare man (standing outside the Day Care) gives you when you talk to him. Almost any message he gives you indicates that the Pokemon will breed, but the more they like each other the faster it will happen. If he says to you "They seem to prefer to play with others" or something to that effect, your Pokemon will not breed at all.

Once you have an egg, it may take some time to hatch it. With the pre-evolution Pokemon (such as Pichu, Magby, Elekid) it takes more steps to evolve than other eggs (such as Ratatta or Pidgie). I'm not sure if this works in FireRed, but in Emerald/Ruby/Sapphire if you carry a Pokemon with the Special Ability Magma Armor or Flame Body in your party with the egg, it halves the number of steps you have to take to hatch it. I'd recommend taking the egg to one of the underground paths around Saffron City and using your Bike and ride back and forth until the egg hatches.

If you want specific step counts to hatch a Pichu, go to Serebii.net and look up Pichu in the Pokedex--hatching info should be at the bottom of Pichu's page. For other details, try gamewinners.com or gamefaqs.com. Good luck!

the first guy is right, you need a pokemon with flame body or magma armour, if you don't have it, 2000 steps is needed to hatch the egg, if you have the correct pokemon, it is cut into half, meaning 1000 steps
