No vcd sound but there is this buzzing sound after i convert my avi file to vcd.?

Question

THE SOUND IS LIKE STATIC,THE PICTURE LOOKS GOOD,MY ONLY PROBLEM IS THE SOUND,PLEASE HELP ME OUT!!
I DON'T THINK ANYTHING IS WRONG WITH THE MOVIE FILE BUT IT'S JUST THAT THE VCD FILE'S SOUND IS NOT LIKE THE ONLE FROM THE AVI FILE.

tHE SOUND IS LIKE A HISSING/BUZZING SOUND AND I CAN'T HEAR THE VIDEO FILES' SOUND AT ALL.
