Its fairly short, black, a little bit flaired has a little navy trim on the bottom.
Basically I just am not sure, do I wear flesh colored ones and then black heels? or do I wear black nylons. And if I wear black, ...do I get the BLACKEST black? or the sheer "off-black"?

Sheer off-black would be perfect, especially if you have good legs. And nice black heels that you can dance in.

Try some of the shimmery pantyhose . Berkshire Pantyhose is one brand that makes them It's their "shimmer" Line.
Some of the colors that might be good are Nude,Candlelite, Champagne, or Creme Crepe. These are all natural and neutral tones. These all have a kind of light sparkle to them. The Givenchy Brand also makes a sparkly pantyhose

At the very least off black, but since there is a hint of navy, I'd agree with the others that you'd be safe with sheer nude.

very sheer nude. the guys will fall all over you, especially if you go against the trend and wear open toe heels. There is no better look.

Get the shiny suntan ones and wear the black heels (hopefully stiletto pumps and not sandals)

I always go with nude color. I hate the way that colored nylons look- idk why maybe because I am a product of the 80's and unfortunately women wore far to many colors back then.
Off black I am learning to come to terms with, slowly.

Nude... It looks good with everything, especially if you're just not sure and because the black has navy, it's even safer!

Go for a sheer black or a nude colour.
Try stockings... you feel sexier and I find them more comfy.
