She is old enough that you can give her the choice to get out or smarten up if she is leving at home anyway. It is a tough dilema to be in. Talk to her and ask her what it is she wants out of life and with this boyfriend. You cannot force her to break up with him, but you can tell her how you feel without being belittling to her and her choices.

LOL OK punish her, ground her, take away her keys to her car unplug her phone. All else fails let her go live with the boyfriend and learn the hard way.

if she's staying with you then you have every right to do set some rules that she should follow but if not, then just pray that one day she will realise that what she is doing is wrong
