A. The federal system is when the state and federal/central governments are seperate entities. Here in the US we have a system of "Dual Federalism" where the federal/central government and state governments are seperate entities AND the federal/central government is made up of seperate entities.

B. States have surrendered more rights, the federal government has grown considerably in power. With every president (including Washington) the federal government and the office of the president have grown significantly in power.

C. Im not sure what your asking in this one, do you mean the Supremacy Clause in the constitution? The supremacy clause states that the constitution and national laws are the "law of the land" and its up to the state and local governments to uphold these laws. Since the federal government can impose the "law of the land" on the states I think its obvious to see the impact this makes.

3a--dual system (two-tier) [federal and state]

b--not very much change but more the simple refinement of already assigned rights and privilege for each of the two tiers of government.

c--There is no overall national superemacy. States still have many rights that the federal government cannot interfer with.
