What's the name of the movie where a pilot spots a fault line in the desert....?

I'm trying to remember the name of the film. A pilot doing areial phototography sees a geological fault in the Arizona desert. He realizes that there is a tiny town right on it that is about to be destroyed by an earthquake. He lands in the town but all the residents are loners, fugitives etc. and are hostile to him and his self-taught seismology.
