It is not advisable to dig up the rose for treatment.
Black spot is a fungus.It usually happens when soil gets splashed on the leaves. Therefore water only the soil. Keep the foliage dry. Roses should be planted in a location where they get daily a minimum of 6 hours sunshine. A strong healthy rose is better equipped to fight off a disease.
In spring as soon as leaf buds begin to open start a fertilizing and spraying regimen.Each month sprinkle rose food around the plant when the soil is moist and hoe in lightly. Every 2 weeks till the end of September spray with a fungicide like Funginex the top and underside of the foliage until the liquid starts to run off the leaves.Always remove and put in garbage fallen leaves which are diseased.
The best is to choose a rose which is known to be disease resistant.

Remember to water only in the mornings, cause it doesn't matter how careful you are, some water will get on the foliage. At least this way it will dry off before nightfall and that's important. Cut off the affected foliage and destroy it. As a preventative, only use a pyrethrum base product (will also remove the aphids), or some white oil based product, to spray and perhaps twice a week initially, gradually extending to maybe once a fortnight. Blackspot is hard to eliminate altogether/forever but this will minimise it.

It is very hot there now I take it...they may have burned off a little. Mulch them well to keep moisture in the soil...making sure to keep the mulch well away from the trunk of the plant or you'll get rot at the base.. You may also consider putting some shade cloth on stakes over them to provide a little relief from the beating sun...position it so the shade falls on the roses in the hottest part of the day...say between 11am -3pm.You can easily remove the shade cloth as the weather cools again in the fall.Roll it up and keep it in the garden shed for next summer. But do check under the laves for signs of pests that might be causing it...if you see any beasties wipe the leaves with white oil.

I have answered this question SO many times...do a search for "blackspot on roses"...use baking soda and water as a spray.
Sorry, I'm just exasperated. People don't read similar questions before posting all over again!

the only way to get rid of black spot it is to cut it out
you can buy fungicide for it but it is cheaper and more effective if you prune them yourself
