First, all of the previous answers are correct. However you did not mention how far into Mexico you are going. If you are just doing border shopping/tourism, then just follow all the previous answers. If you are going outside of the "Free Trade Zone" {Mexicans call that zone "La Frontera"} You will need a Valid Passport, or your birth certificate and a federal or state ID. You will also have to stop at the border, going into Mexico and request a tourist visa. This costs 15 dollars and is valid for up to 6 months.
Coming back in to the U.S.A., I have nothing to add to the previous answers.

Just a valid U.S. drivers license or state I.D. No passport needed.

state ID or drivers licenses it's best to have a pass port, but not required until Jan. 8 07 I all ways have two pass port and State ID a pass port is prof of citizen ship.

if you are a US citizen just your drivers license will do, but if you are a legal US resident only, you will need your green card
