Get a Honda or Suzuki enduro... you can license it and it's also set up to ride off road (no jumping!). It would be a good starter, they are durable and won't cost a fortune to fix when you dump it. You can also get some good driving experience without being confined to concrete and asphalt.

Good choice for a first bike. They're easy to handle and get great gas mileage. The only real downside is that most 250's will be pretty much maxed out in freeway traffic and may even have trouble keeping up on an uphill grade, and you can't take a 125 on the freeway at all in most states. But bikes are more fun on twisty secondary roads than freeways anyway.
All four of the major Japanese manufacturers offer something that will fit your needs and has pretty good quality. I'd stay away from the cheap Chinese ones. Just go to the local dealer and see what you feel comfortable sitting on. My favorite 250 is the Ninja 250, which is the exception to what I said about 250's and the freeway. But you may find you prefer a cruiser like the Honda Rebel or a dual sport (like a dirt bike, only street legal) like the Yamaha TW200. There's a lot of choices out there.

A Honda rebel (249cc) is very gentle to young or new riders with a very low seat and a lightweight frame that will still do freeway speeds. It gets a phenomenal 95 miles per gallon as well! And it is really a beautiful ride. I have a big Harley as well, but a kept the little rebel because it so comfortable, reliable and fun. In the smaller bore class, this bike has no competition whatsoever! The styling gives it a look like a small Harley, and it is so pretty people always stop and stare.

if this is going to be your first motorcycle, I'd suggest you try both of em. Regarding weight, 125cc is quite light compared to the bigger 250cc sibling. Between 125 and 250cc, the big difference is the power delivery, the bigger the engine, the higher the power and torque. 125cc is fun to ride because of its light weight, but you might easily outgrown em, while 250cc has more weight which then adds stability in high speed driving.

Get at least a 500 you will get real tired of anything smaller once you start riding. It wont take ay time at all and you will have it down. It wouldn't hurt to practice on a dirt bike first if you have never ridin before.

I highly reccomend a Kawasaki Ninja 250R. Looks and rides like it's bigger cousins, but low enough horsepower to get you where you're going without getting you into trouble, and it's easy to maintain and repair. I've had mine for going on 3 years now, and couldn't be happier with it.

If you want to drive it on the highway at all you are going to want at least a 250. I know around here CMX250's (Honda Rebel) are pretty popular and cheap. Also, pretty easy to maintain and get used parts for.
