No...it doesn't make sense. It is possible to say, "...in respect to..." but this is not similar to, "...according to..."

No. You could possibly say "with respect to ..." but it still really doesn't mean the same as "according to ..."

No. You would say either, "...as according to..." OR ...according to ____, as..." OR "...in respect with..."

No. 'Respecting' is like 'regarding', it suggests that something is ABOUT something (someone) else, not FROM that source.
