f you want to share your child's Computer then First you have to creat the Local Workgroup and ceate your's computer and brother's computer the member of that workgroup.
then you can install one software called VNC (viwer and server) on both the computer.
Then by open up VNC viewer and typeing your child's Computer name or IP addres.

You terms are a bit confusing, because just connecting to the Internet you are "networked", but I take it you mean that there isn't a direct connection from you computer to your children's PC. Maybe because their computer is not in the same house.
I have used many ways to connect remote computers and I think you will find www.logmein.com to be the best. You don't have to do anything with firewalls and it is free it all you are going to use is the remote access.
To get started a program downloaded from www.logmein.com has to be installed on the remote computer. After that with the correct password you can connect from any other PC by going to www.logmein.com with Internet Explorer.

If you don't want to network the computers and assign yourself as administrator, they are all stand-alone PCs. The only way you can access them is to ask them to use it for a bit or use it when they are out.
My son has his computer and the three kids' networked. He is administrator, and assigns allowable content. He's 6'4" and just has to give them "the look." They don't argue!

Yes. You can install gotomypc.com on their computer and yours. You can access it that way and be able to take over whatever they are doing. It costs a few dollars each month but worth it.
I use it when I am working from home. I can access my work computer and do everything I need to do.

Without some serious hacking .. and even then it is debatable if you could get in to it.
Gotta have some sort of networking up. Lots of exist. besides the tradtional way of flying a server .. gotomypc and others have solutions.

Rollback your NIC driving force to the previous one which worked. also, attempt going to CMD and style ipconfig /all. in case your ip tackle starts off with 169.254 then your have DHCP situation. turn off the workstation, and router/modem. After a minute, commence your Router/modem first look ahead to all the leds to go back on, especially the internet led. Then commence you workstation. attempt your cyber web. If all else fails cal your ISP(cyber web provider service) solid luck.
