He's got more slams than McEnroe, and Connors never won the French.

Let's also remember he accomplished all this at the same time the greatest, Pete Sampras, was playing. Lendl never faced stiff competition.

In my mind I am sorry but no. Here are my reasons for others to be ahead of him:
Connors-some say hey never won the french but he won the US Open on three different surfaces (grass, clay and hard) and he won more tournaments than any player ever.
McEnroe- best player should also include singles AND doubles ability. Plus McEnroe was a stud on Davis Cup.
Borg - dude won Wimbledon five straight times and the french many times. His career record at the same age Federer is now, they had the same amount of losses but Borg had 100 more wins. THATS how dominant he was.
Sampras - i never liked him, he was a quitter in Davis Cup a couple times and extremely boring. But no doubt one of the best ever.
Rod Laver - won the grand slam twice, what more needs to be said.
Roger Federer - i know he is young, but he is already on this list and quite frankly the best i have ever seen. He already passed agassi on the majors list. He is dominating like none other before in an age of more competition.
I might even argue that Lendl having made the finals of the us open 8 straight years could warrant a spot over Agassi.
Just because he won all four majors doesn't make him better than some other very qualified players.

Agassi winning al 4 Slams is just as good as Connors winning the US open on 3 different surfaces...
Technique and phsychology wise he contributed so much to the game!
He competed against 3 generations of players and he managed to beat al of them some time or another!
Agassi 3 Federer 8
Agassi 14 Sampras 20 (Federer 1 Sampras 0)
Agassi 2 Connors 0
Agassi 2 McEnroe 2
Agassi 2 Lendl 6
Agassi 10 Boris Becker 4
He's just such a legend, he did a lot for this game, whether you rate him in the top 5 or in the top 100. The game would've been worse of without him competing...

More like in the top 20. There were much greater players though they didn't have the photo ops that Agassi has taken advantage of.
