If you have a trawler or some other relatively flat-bottomed boat, you can beach it on the tidal flats and do your work there. If you have a skeg-hung rudder or full keel sailboat however....

Get a "blue steel" drywall taping knife, a carwash "wheel and tire" brush, and a diving flashlight. Dive in and go to it. Its fastest if you have scuba gear, but you can still do it "au natural" by just repeatedly coming up for air. Of course, without gear, it'll take considerably longer but the preptime (filling your tank, getting suited up, etc) is non-existent so you can break the scraping task into as many occasions as you like.

The taping knife is good for clearing broad swathes of barnacles and algae. The brush works on the details that the taping knife misses. Pay special attention to the through-hulls and engine inlet valves. There should be grates over the engine inlets and you might actually need a haulout to replace them if any are missing.

Don't forget to check/add more zincs while you're down there.
Tap them with a hammer to see if they're loose and/or ready to break off. Replacing zincs underwater is a real drag, but its an important task and beats hauling out.

Good maintenance practices are not tricks but well thought our procedures. If you half-*** your hull maintenance , you will pay for it in addition fuel costs and other repairs. Dry dock the boats, clean, repaint with a top grade anti fouling paint. Remove the prop, prop shaft and have the prop dynamically balanced. Check shaft alignment prior to installing the prop.
Do it right ! Get er done !

If the boats are in the water, here's a link for underwater hull-cleaning (it's a pdf file, so you'll need Adobe Acrobat or the like):

Is it just slimy or does it have barnacles? I would take my boat out in the lake with a mild current and dive underneath with scuba gear and give it a good scrubbing.
As long as your upstream, you'll still have visibility.
