(the rule of thumb for goldfish is 10 gallons per fish because they produce so much waste and grow to be pretty large). It could also be hole in head disease. I am in no way a fish expert. If the spots are new then they could be a few things. Parasites which with some water additives will go away, Or maybe a water problem have you checked you Ph levels. I know with some fish if the nitrates or phosphates or amonia is high they will develop spots like that where they are bleeding out internally. Good luck test the water first. Then treat for parasites.
