you can measure resistance with the power off just by using VOM. a resistor has color coded property which tells about its resistance value just by looking at it. on the other hand, you can measure voltage by parallell tap of VOM no source +/- (set to dc voltage only) and serial placement of VOM to get the current reading. applicable only to dc circuits*

Ohms, because if you don't you risk blowing up the meter, electrocuting yourself or at best getting an inaccurate reading.

Ohms, it is a measure of resistance.
tells you if the cicuit is within specs or if components or wiring are faulty.
