Looking for a specific science-fiction book title, can any expert help?

The plot involved an undead viscount as the antagonist, a colonised planet of the future, and something about the planet having magical qualities. The cover of the book pictured the viscount with a blue flaming sword. Does anyone remember the name of this book? It is driving me crazy!
