No offense, but hypothetical questions like this are sort of a waste of time. What exactly are you asking? Cheney could pardon anyone, just like Ford did, but what are you driving at? Your question should be....."Is President Bush guilty of treason?", but you didn't have the courage to ask it so you went about it in a silly way.
Sorry, no treason or Watergate here. You're stuck with Bush for two and a half more years, so join a nearby gym and burn of some of that malaise.

When an administration is impeached the entire office must forcefully resign. So in an event that would happen cheney would have to resign also .
