I guess because they are evil and just plain rotten.

They do it because they're bullies. The animals are smaller and weaker than they are, and so they take advantage of it.
Just imagine those people getting to Hell and being locked in a cage full of huge, hostile gorillas.

Because they either get a power trip from it or are just sadistic and get some other form of satisfaction from it.
