Hello, I am part of an NGO that is looking for details of some of the inexpensive construction materials to build a water tank(sump) into the ground that can hold 1000 liters. I found that locally available mud mixed with cowdung and than lime plasted can work. Will this method work? I also heard about digging a hole and covering with plastic layer. Are there any alternatives? Our budget is US$7:00 per sump in south India. Labor is free.

the shipping of the plastic will cost more than that. If labor is free what's the harm in finding out nothing lost if it doen't work do a test run.
