Singer/songwriter Jacques Brel is an absolute favorite of mine. I've recently been turned on to Francis Cabrel, Thomas Fersen, and Emilie Simon. Edith Piaf is a classic as well.

If you're looking for instrumental, then there's some French classical I can recommend. Maurice Ravel and Claude Debussy were Impressionist pioneers who composed music that sounded like Monet's paintings.

Air is pretty soothing. Have a listen to their album Moon Safari. It's full of soft synths & moogs. Just right for kicking back to.

Also, I know in Australia you can get these compilations called "So Frenchy, So Chic." And they are full of french artists with music ranging from soft vocals, slow jazz, and ambient electro like Air.
