JTM are you stupidly implying that the embassies say in Washington are US territory. You really are not very bright .
To answer the question, The UN building is International territory.

Well, when I went for a tour there (mind you this was back in 6th grade), they kept emphasizing that it doesn't count as US territory. As such, leaders of countries the US recognizes as terror-sponsors are granted immunity to be there, as well as to travel between a port of arrival and the UN complex.

Prolly but, they have diplomatic immunity, they park all over E. 42nd st and get tickets that they don't have to pay for (Diplomatic Lic. Plates)
