Well, a funnel works as far as getting the powder inside the balloon before the balloon is filled with water.
I am doing this as part as the Fun & Games. We are doing a "Double Dare" type game filling balloons with jello or pudding was a plan... but? It realy isn't that easy.

Pour water jello when its just warm into ballon and freeze a little ,make jello in 2 litre bottle then put ballon over top,works well 4 sure.

Try to put it in the narrow opening that you blow the balloon up with. This is a good idea for filling the balloons with just about anything because the only other way is to cut the balloon open and put the stuff in. But this kind of blows the point of doing it.

make your jello in a "horse syringe". these things can be found at any bar needs store...prolly ten for a dollar.

we make jello shots in them and people shoot them through the syringe but they work perfectly for filling those tiny hard to blow up balloons!

i cant say how i know.

Seriously, do you have a bong. I don't think a funnel would work so well, but the extra pressure you get by having a column of fluid might do the trick.

I agree the syringe IS a better idea if you can get one.
