Racist means you reject an entire race of people based upon their race only. It means you stereotype them to all be alike and don't get to know people as individuals. It is always used in a negative connotation. Thats my definition off the top of my head. Now I will do some research for you and see what the internet has to say on the subject.
Websters dictionary:
1 : a belief that race is the primary determinant of human traits and capacities and that racial differences produce an inherent superiority of a particular race
2 : racial prejudice or discrimination
and Wikipedia:

The definition of racism is also sometimes used to refer to preference for one's own ethnic group. (From Wikipedia.)So basically a racist person thinks they are superior to another. I also think some people claim they aren't racist but still ask a question in a racist way for example : "Why do blacks, why do whites?" And you see it alot on this site. They don't realize that they are grouping (categorizing) which is racist. I can't stand people who are racist. They are completely selfish, uneducated and a symbol of trash. I am glad I am not racist. I respect all cultures and think that everyone is equal, unique and should be proud of who they are.

Believing that your race is inherently more superior then an others race. There is no such thing as reverse racism. Racism is racism, blacks against whites, whites against blacks. Then again it's not just a "black and white" thing. It's a biased based on ones belief towards any person's racial background.
