You need to find out the population of Norway and Italy in order to answer the 1st question and find out how big each country is.
The question tells you that population density is the AVERAGE number of people per square mile or kilometer. Question 2 wants to know if every square mile of Russia has 22 people,well of course not, it has an average of 22 people per square mile. There might be more or less than 22 people. It depends on where the square mile is located.

2. No, it means that all the people in Russia devided by the area of Russia is 22. There are places in Russia where there are much more than 22 people per square mile and places with not even 1 person per square mile. Russia is so big that its population density is hard to understand. I am not 100% sure about that but I am fairly positive.

pop density is the number of people over the number of miles squared.
eg. pop:100 people
Area: 100 square miles
pop density = 1 person per sq mile
so the 22 is an average. If everyone in russia were perfectly evenly distributed around the entire country there would be 22 in every sq mile. But in fact there is very high pop density in the cities very low in the countryside...
