Does Navajo County have a web site? If you pay property taxes in AZ there may be property tax maps on the County's web site. Some counties in my state have a search function allowing for searches by parcel number, owners name, or street address. If not a tax map then perhaps there is a zoning map. Should you have any type of land reference, Google Earth is an excellent tool. However, sparsely populated areas lack the tight resolution necessary to allow for detailed views.

The Navajo County Tax Assessor's Office would be the place to start. E-mail them and ask if they have the aerial photos that you are looking for. Give them the parcel ID number. If anybody has this, they will be the most likely since you do not have an address.
