Depends on how you qualify best. I would guess you will get a lot of people just picking the conference their favorite team is in.
By best do you mean-
have the most good teams?
have the least bad calls in games by their refs?
go to the most bowls?
have the most future NFL players?
get in the least amount of trouble in the off season?
have the highest graduation rate among players?
are at the top of the polls?

My totally biased opinion is the Big Ten.

Historically or right now?

Historically it is the BIG 10 with the PAC 10 right behind. The BIG 12 has some good arguments with lits long history, SEC is too young and ACC, BIG EAST not enough titles and wins.

What about now? its way too subjective!

However her is a few points to consider:

BIG 10 - Has the number one team and is the most competitive conference. All around good play. Has the least disparity between top and bottom. With Penn St. makes 11 teams, 1 less than SEC and BIG 12. The amount of teams matter.

PAC 10 - Best offensive teams, most innovative teams, does the most with what they have. Also has USC, and plays a good out of conference schedule.

BIG EAST - Still suffering from the loss of Miami and BC, but making some waves this season. The least amount of teams with only 8, this hurts them.

SEC - Has 12 teams. Best defensive conference, good solid ranking teams, but plays a poor out of conference schedule which makes it hard to judge their play nationally until end of year bowl games. Also has the most football crazed fans.(this actually helps their rankings)

ACC - Was a one trick ponyfor a while until BIG EAST teams came in, now a pretty strong conference. 12 teams.

BIG 12 - Run, run, run used to be the model. It has changed, they are opening up. Bit of a down year for them, Very good top 2-3 teams each year, but very poor bottom.

Notice I eluted to the number of teams in each conference, because it matters! One extra team can make a difference, two teams and you can separate yourself. thats why BIG 10 let in Penn St. and ACC got bigger. The two teams that suffer from this is the PAC 10 and BIG EAST.

So how do you judge the best conference? Do you factor in the number of teams? Does the team that wins the national title give a more weighted factor to is conference?

For instance the SEC has one more rated team than the PAC 10, but also has 2 more teams and are separated into 2 divisions.

What if you combined the PAC 10 and BIG 10, then say its the strongest conference, well of course it would be. but see my point.

How do you weight in the variables or do you?

Now I have only talked about the above 6 conferences because they essentially locked out the mid majors from gaining ground on them. (Another topic)

In addition the BCS and bowl game bids at the end of the year have a very strong determining factor in the strenght of the conferneces in succeding years. (another topic) A couple of conferences get slighted here. Because of fan base and money.

So here is my subjective pics first, without any weighting factors this year:

SEC
PAC 10
BIG 10
ACC
BIG 12
BIG EAST

With weighting factors
3 way tie - SEC, PAC 10, BIG 10 (too hard to separate)
BIG EAST
ACC
BIG 12

By the way my favorite conference is the Western Athletic, I would like to see Bosie State go undefeated and shake up and give the BSC a little controversy.

Big Ten top to bottom

SEC for teams at the top in contention (Vandy, Kentucky, and the two Mississippis are awful)

And whoever said the ACC should never be allowed to answer another question on college football.

I don't think there is any more solid league then the big 10.

They might not always be the most talented league, but they are the most competively consistant, and they have great fans.
