Two senators. Every state gets two, so every state is equally represented in the Senate. Representation in the House is based on population.

The Senate represents the states themselves rather than population (the house of Representatives fullfuls that role). Our founding fathers allocated the same number to each state so larger states would not be able to force through legislation to the detriment of smaller states.
