Unlade means to unload. I searched the word 'Unladen' on google and it appears to be used to describe a tire that has little load or weight on it. For example: if you were in a left hand turn at high speed, your left front or left rear tire would be considered the unladen tire.

I'd imagine it meant a tire that is supporting no weight?

IE an unmounted tire.
