First thing to do is to get to a train station, buy an EZ link card and take the train along every single line. This will get you familiar with the major "town" areas. Find your country's embassy, it's always useful to know where it is.
You will want your flat to be close to either a bus stop, a train station, a taxi stand, or failing all that, close to your work place. There is no one spot I can strongly recommend, since it's pretty much the same. If you have more money to spend, then choose a place in District 10, 11, or 21 (Holland Road, Orchard Road, Tanglin Road areas).

To find a flat, you can buy the Straits Times and look in the classifieds. They usually have lots of flats and rooms for rent or sale. And as suggested, get yourself an EZlink card so it's easier to get around on public transport and familiarize yourself with the routes and places. If in doubt, you can always approach the personnel at the MRT stations or bus interchanges for directions. Neighbourhoods usually have nearby provision shops, hawker centres etc so you don't have to worry about getting your daily necessities. You just have to make sure you know your way around the neighbourhood. ;o)

THe strait times classified has ads on rooms or house available. Browse it and pick the one suitable to your covenience and budget. You can pick up the paper from almost anywhere in singapore and it only cost 80 cents. Once u have finalized your accomodation, u will be surprise , the rest of your needs will be easily available.
