Try using a lipliner that is the match to your upper lip, then after lining the upper and lower, fill them in with the liner. (Your lipstick over the top will last much longer, too.
You might also try using a little foundation and powder over the top lip (a little!) followed by the liner, and the lipstick. Using a gloss over the lipstick is an option, as well, but it does shorten the wear time of your lipliner and lipstick.

-apply a dot of foundation to each lip and smooth out

- line lips with a shade of lip liner close to or exactly matching your lipstick

- apply the lipstick with a brush to lips

- blot twice

OR if you want to try something other than lipstick, check out lip stains or irridescent lipglosses on www.sephora.com. They're textured differently than lipsticks and are easier to maintsin throughout the day.
