This is not necessarily true. In some countries you can carry drugs provided they are for your own personal use and knowone else. Hence the countries which allow this have printed guidelines as to how much you can actually carry, in terms of grams. However, if you were to carry an amount in excess of that designated for personal use it could be assumed that you were a dealer, and this would get you arrested.
The Dutch Capital, Amsterdam and indeed several of Holland's cities have a specific region in which Containment policing rules are followed where the authorities know of and accept that people will smoke pot and have a coffee. The region is normally a few streets and tends to be the area prostitutes also ply there trade. Containment policing prevents spread and limits the work of law enforcement. You can thus say it is either a) no go area that is able to sustain and self police itself or b) an attempt to maintain controls within a region whilst keeping the seedier side of life away from decent society.
The Dutch authorities have practiced this well known style of policing for years, it is called 'containment policing' and several 'criminological' and 'sociological' research articles have been written in relation to this topic; and how well it works with our European neighbours, They can be found in your University library.

They are a lot more relaxed about it than other countries. Tho it only applies to consuming it in a place that is able to sell it.
The actual law the last time I looked is it is still illigal to consume it in public. Not sure if they have changed it since then tho.

You do. It is only decriminalised and you can only smoke in specific licensced buildings- the 'coffee' shops. If you were to smoke anywhere else you can still be arressted
