Technically 'engine braking' is both; the use of lower gears to slow vehicle down and or, the use of what is called a 'Jake Brake' or 'Jacobs Brake'. They both use mechanical energy to slow the vehicle down. The more obvious one, using lower gears slows you down by simply lowering your gear ratio and thereby using the slower engine speed to slow the vehicle. The 'Jake Brake', basically releases engine compression; causing the engine to transfer more slowing mechanical energy thru the drive train to the wheels.
The "no engine braking" term is widely used to communicate to commercial truck drivers not to use their 'Jake Brake' in posted area. It is becoming more and more common for cities or towns to post "No Jake Brake" or "No Engine Braking" on highways, due to the loud noise associated with the 'Jake Brake' system.

Large semi-tractor trailer rigs and heavy dump trucks are powered by diesel engines that have a device called a compression release that can be used to assist with braking. I does make quite a noise when it's done...that may be the reason for "no engine braking".

Commercial vehicles have them to slow thier vehicles down and save wear and tear on their brakes. Instead of air going INTO the engine, the engine blows air out then inturn it slows the rpm's down and eventually slows the engine down. Some commercial vehicles have modified their muffler system and by removing the baffles in the muffler(s) makes them REALLY loud...like the hot rods with the "cherry bomb" or "orange peeler" mufflers makes the exhaust really crack. Coming down the mountains out west the jake brakes really save from heating up the brakes which can cause you to lose your brakes entirely. I say LOUD pipes saves lives!

Engine brake or "Jake brake" on semi trucks. When they hit the switch the exhaust valves stay open longer and the fuel is cut down.
You hear the truck sing a loud "brapbrap brap brap brap".
It's loud so they they say no engine brakes to keep the noise down.

Engine braking is when you slow your car/truck down by shifting to a lower gear. Semi's usually do this and is very loud, so there are probaly houses around and this keeps it quiet for the homeowners

dont shift into a lower gear if you are travelling faster than the gear can endure.
in other words, dont try to use your transmission to slow your vehicle down. instead, push in the clutch and use your brakes.
