It is an outdated haircut from the 80s where it's short on top and long in the back... Check out some more example of it on google images.

a mullet is thi sbackwoods looking haircut. its short and spiky on the top but long in the back.
business in the front, party in the back.
think of billy ray cyrus. if u dont know him, google him for a picture. hes got one of the most flagrant mullets ive ever laid eyes on.
